Thresholds for market development?



 Dear All, 

 Vinay's very interesting comments brought out to me the importance of crossing 
'thresholds' in poverty reduction. Small farmers need to cross a threshold from 
subsistence to surplus production, private traders delivering services need 
some minimum scale of expected business to justify investment, there may be 
price and cost thresholds also affecting such investments and determining 
farmers'  adoption of new, more productive technologies. 

What are the implications of these thresholds for market and service 
development? What are the roles of government agencies, NGOs, farmer 
organisations and small/local and large private companies in such development? 

It would be very interesting and useful if anyone has relevant experience to 
share on this.
