I completely agree with Dick's stand on cooperatives and sustainability of
virtually all donor funded projects.  However I tend to disagree with his
suggestion that donors should also fund a study on why the unsustainability
of these projects. Wouldn't that mean ridding a willing horse to death? We
in the developing countries should brainstorm on this issue (probably in a
forum like this) and come up with a panacea.

On the poor management of SOME of these projects, I think part of the
problem is insincerity of those who write (and execute) proposals for such
projects. Take a case where a resource person for the project is proposed to
receive $15,000 but ends up to get less than $10,000. There is little or no
motivation. How has our extension system performed? To this I suggest that
donors should verify and insist that what is proposed and approved is
disbursed accordingly
