Dick Tinsley argues, based on experience in Colorado, for diminishing the required standards for effluent disposal. He may well be right about the uptake of ions, bacteria, viruses and the like. I believe the Chinese have an extensive 'night soil' industry. However, by reducing the standards they would be missing out on important economic opportunities. That is, the opportunities to; produce methane gas for fuel, recover heavy metals and aggregates for re use,produce sludge which does not smell and recycling the water into the drinking water system where presumably it has a higher economic value?
