Jeff Turner, Vinay Chand and others have focused upon transport as a significant constraint. This is correct. I forget now, has this forum looked at the potential for making transport less expensive through producing fuel domestically? Oilseed diesel. Ethanol from sugar cane or beet? Methane from anaerobic digestion of waste? Coal gas and by products from available coal deposits? I believe that there are improved developments whereby bacteria produce Ethanol through cellulose digestion? What would be the costs and benefits and agricultural, market and economic linkages of promoting the production of such agriculturally based substitutes for imported petroleum products? Areas worthy of consideration by DfID for strategic support with partners in developing countries? Thanks James Biscoe 8/5/04 0945hrs
