Dear member,

It was a real delight to see summarized suggestions by Vinay and 
Sunil in plain and simple language.  

In my opinion, the main purpose of this discussion may not be 
completed, without mass and active participation of the people who 
are serving at Grass root level in different beneficiary countries. 
Their views on this forum were mostly unheard due to variety of 
reasons. I am not sure they were allowed to participate in this 
forum.  

My humble suggestions to DFID are; 

Before finalization of the new policies, also take views of the 
beneficiary NGOs working at grass root level.  In fact they will be in 
better position to tell you about the area specific problems and 
course of action to be taken in a particular country.  

Rules of the lands vary so much, I am afraid.

For this DFID may try to prepare an Online Questionnaire, based 
on the suggestions made by the learned members of this forum. I 
think by sharing grass root actual experiences with receiving 
parties, DFID will be in better position to frame the strategies for 
future operations. If agreed, the intimation on competition should be 
available for view to thousands at all the partner/ popular sites on 
Net.  

Best if DFID can plan an online competition for which only grant 
seeking small NGOs are eligible. DFID can ask to send their 
comments in a pre-decided format and give away prizes (cash or 
certificates) for best suggestions/ participation in the contest. You 
will be amazed to see the responses on this.  

In a slow and long term process, there is also a possibility of 
asking views of the NGOs in the concept paper itself, which is 
submitted first for seeking the grant from DFID. e.g. Ongoing PACS 
program in India.
