Thanks to Andy Bullock for his helpful clarification in response to my fifth
summary of contributions to the Economic Opportunity theme.

In describing DFID's Public Service Agreement as an "internal organisational
issue", I did not intend to imply that this should only be of interest to DFID
and its staff. Clearly, the terms of the agreement have major implications for
what DFID does and are, therefore, of interest to all DFID's "stakeholders" -
hence why I highlighted Andy's contribution in my summary.

What I was hoping to do in my comments was to encourage participants within the
Economic Opportunity theme, who are familiar with DFID's workings, to comment
not just on what DFID should be doing to enhance access for the poor to assets
and markets, but also on how DFID organises itself, insofar as this affects its
ability to perform in this area.
