I am a development professional working with CARE India in the Gujarat Province. We are planning to work on a new project which tries to address the underlying causes of poverty of the most vulnerable community belonging to this area.

I fully agree with Ruchi Tripathi that vulnerability analysis is very important in development and emergency related work.

I have been with the United Nations World Food Programme (WFP) China Office for six years mainly responsible for vulnerability analysis and its application in project targeting, both geographical and beneficiary targeting. It proves that vulnerability analysis is very instrumental in selecting the appropriate working areas for aid agencies, and suggesting project acitivies that could really help the poor people or community, rather than simply accepting what the local authorities propose, which sometimes aim at the broad economic development that leaks little benefit on the smallholders.

Now the approach of vulnerability analysis has been gradually accepted by the Chinese government and WFP is trying to build up the local capacity through transferring the techniques to the government, who would be able enrich the methodology and apply it in their decision-making process.

Worldwide, WFP is applying vulnerability analysis in its development and emergency operations as a basis for project formulation and needs assessment.

Being an important development agency, DFID can join hands with WFP or other international agencies to promote the vulnerability analysis or whatever is called, an objective project targeting and designing approach, which will really help to solve the problems of the beneficiaries, who are living in different geographical areas and facing various problems.
