Jillian Lenne makes some good points about the current state of agricultural research vis a vis the UK and CGIAR. I wonder if ways and means could be found whereby some of the available capacity (ie people) to which she refers could be usefully distributed to research organisations in developing countries on a longer than short term project contract basis in order to help develop the capacity of institutions in developing countries? while there are some centres of excellence I suspect that there are, (from the previous contributions and experience) many research and extension institutions which could benefit from some sustained middle level support? Of course just putting a person or two into an instituting is not a magic formula, they may need some additional support in terms of equipment, materials, access to current literature, etc, as tools of the trade? Has this approach been previously tried and found wanting in some important way? Thanks JAmes Biscoe 8/5/04 0930hrs
