Integration of innovations into development programmes



Andy Hall calls for more integration of innovations across development programmes. There are numerous examples of where this has been possible (see recent contributions from, e.g. Richard Gibson) not least within the DFID-funded system itself. I have personal knowledge of several rural development programmes funded by DFID in which research outputs, and perhaps more importantly research approaches/processes, have been very successfully integrated. Participatory technology development involving varietal selection, on-farm seed priming, ergonomics, etc has played a major role in, for example, the GVT projects (formerly Kribhco) in eastern and western India and in the Lachi Poverty Reduction Project in Pakistan. This is the way it is supposed to work - DFID research contributing directly and in an integrated fashion to DFID development on the ground. Whatever one may think of the shortcomings of such stand-alone projects the farmers and, in some cases, the line agencies have benefited. The challenge is how to enable this integration on a larger scale.
