Re: S&T moderator summary



Hello,

I attend this e-forum because the DFID concerns and future are also concerns 
for CIRAD agency where I've
been working for numerous years. I thank you DFID for opening the e-forum to 
everybody and all the
contributors for there enthusiastic supports.

I come back to the excellent S&T moderator summary written on May 19, 2004. 
Contributors have mentionned a
lot of succesfulll actions in developing countries. Some were done with CGIAR 
centers or USAID, or IDRC, but
no references with other European countries. I am sure that there has been some 
common projects and some
some common actions in the field of science and technologies for development.

Development of national scientific capacities is the top priority of all the 
developing countries. Even
there are some risks due to the the comparative high salaries in the North, we 
need not to stop keep on
working on this issue.  How to improve this capacity building? There are 
various forms and methods ;
whatever will be the ways, there will be at the end some results...
To achieve this very long-term objective, it  needs people in the North who 
have specific abilities to
strengthen competences in the South via education, training, research, 
technological innovation, technology
transfer....

I know that I am talking in a DFID debate, but I suggest more interactions with 
the other European agencies.
The funds for Research for Development are not so high now ; a large European 
initiative on Research for
Sustainable Development with the support of some European agencies and the 
European Commission, could be a
way to mobilize some funds and attract young scientists when lot of experienced 
tropical specialists retire.
